I am having issues with the Airflow recently

when a task is scheduled it runs for sometime and it says “WARNING - Another instance is running, skipping.” I am sure no other instance is running. I gracefully shutdown, airflow server, schedulers and all the workers…even then this keeps happening. have you faced this situation ?
